Governance, Delivery & Accountability

How the strategy is coordinated, monitored, reviewed, and safeguarded according to the source document.

Strategic Oversight

National AI Council (NAIC)

Sets national direction and priorities for AI implementation.
Reviews quarterly strategic briefings and course-corrects as needed.
Publishes an annual public report on the state of AI implementation and reviews the strategy annually as a living document.

Delivery & Coordination

AI Strategy Implementation Office (AISIO)

Coordinates delivery across flagship initiatives and responsible ministries.
Runs monitoring and evaluation using a single “source of truth” approach.
Maintains an internal National Dashboard tracking key KPIs and performance data.
Leads monthly performance reviews and produces quarterly strategic briefings for NAIC.

Technical Execution

Technical Working Groups (TWGs)

Translate national strategy into sector-specific execution across priority areas.
Bring together senior government leaders, private sector actors, and technical experts.
Provide the operational data and implementation updates that feed the national M&E cycle.

Regulatory and oversight ecosystem

The implementation chapter presents NAIC, AISIO, and TWGs as the three core interlocking components of delivery.
The wider governance pillar and appendix material also reference the National Digital Regulatory Committee (NDRC), legislative oversight, data governance structures, and ethics bodies.
Regulatory sandboxes, data governance reform, and enforceable safeguards sit alongside the delivery architecture rather than replacing it.

Implementers and reporting

Responsible ministries, flagship initiative leads, and Technical Working Groups provide operational data and implementation updates. AISIO aggregates and analyzes this information so leadership can make timely, evidence-based decisions.

Monitoring, Reporting, and Adaptation

Delivery is measured continuously. Data flows from implementers to AISIO, then to NAIC for strategic decisions, and to the public through clear reporting.

Data Collection

Technical Working Groups, flagship initiatives, and responsible ministries collect operational data.

Automated data streams, standardized templates, annual surveys, and third-party benchmarks feed the system.

Dashboard & Analysis

AISIO aggregates, cleans, verifies, and analyzes incoming data.

The National AI Dashboard becomes the internal single source of truth for KPI performance.

Strategic Review

Monthly reviews support operations, while quarterly briefings help NAIC adjust strategy.

An annual strategic review summit examines progress, bottlenecks, and structural course corrections.

Public Accountability

The strategy calls for a public-facing KPI dashboard and an annual public report on the state of AI.

Risk management and mitigation should be reviewed alongside performance reporting.

Risk Management and Mitigation

The strategy does not treat accountability as KPI tracking alone. It pairs monitoring with a national risk matrix spanning economic, socio-ethical, security, and institutional risks.

Foundational & Economic Risks

Infrastructure overbuild without demand

Skills shortages and weak commercialization pipelines

Socio-Ethical Risks

Algorithmic bias and discrimination

Erosion of public trust through harm or opacity

Geopolitical & Security Risks

Over-reliance on foreign solutions

AI-enabled cyberattacks and disinformation

Institutional & Collaborative Risks

Fragmented participation across government, industry, and academia

Poor cross-sector coordination and duplicated effort
